Mr Clement Franklin has worked for more than 32 years in public and private sectors holding key appointments in education, administration, consultancy and related fields. He started off as an A Level Teacher teaching General Paper & Economics in St Andrew’s Junior College and St Patrick’s School in Singapore. He moved on to be Assistant Director Research & Planning in People’s Association. He later became Director of innovation & Quality & Excellence Division, Spring Singapore. In the course of his 23 years employment he held various key managerial positions in  Research, Consultancy and Company Based Training programmes. 

He was one of the pioneers trained in productivity under the Japan-Singapore Training Scheme in 1983. He was instrumental in developing the People Developer Standard and also the National Skills Recognition System in Singapore which is precursory of the Work Based Skills Certification System run by the Workforce Development Agency, Singapore. He was also the Principal of Raffles International Christian School in Pondok Indah, Jakarta, Indonesia.

Mr Franklin has lectured Economics in tertiary education programmes with
Curtin University and for Stamford College ACA, ICSA and its management
And professional courses (1973-1979). While being employed as the Senior
Academic Manager of the Management Development Institute of  S’pore, he
lectured various law courses at the undergraduate level for the University
of Wales, University of Bradford and University of New South Wales.
